A step-by-step reference for new and returning users of the Maryland Public Service Commission Gross Operating Revenue portal.

Introduction

Welcome to the GOR Portal, provided by the Public Service Commission (PSC) of Maryland. This user guide will walk you through all the steps required to access and use the portal — from registering a new account and logging in, to resetting your password and submitting your Gross Operating Revenue (GOR) information.

Note The GOR Portal is available for Calendar Year 2025 submissions from March 9, 2026 through May 31, 2026. A $100 late fee applies to any submissions received after the deadline.

Accessing the GOR Portal

Open your web browser and navigate to the GOR Portal using the following URL:

The login page provides the following options:

  • Enter your registered email and password to log in (existing users)
  • Click 'Click here' or 'New User' to register a new account
  • Click 'Forgot password?' if you cannot remember your password

Note For security, you will be automatically logged out after 15 minutes of inactivity.

Logging In — Existing Users

If you have previously registered on the GOR Portal and submitted a GOR, you already have an account. Follow these steps to log in:

  1. Go to the portal URL in your web browser.
  2. Enter your registered email address in the Registered Email Address field.
  3. Enter your password in the Password field.
  4. Click the Login button to access your account.

Note If you attempt to register and the system says your email already exists, it means you already have an account. Return to the login page and sign in with that email and password.

Registering as a New User

If you are a first-time user, you will need to create an account before you can log in and submit a GOR.

4.1 — How to Register

  1. On the login page, click the 'Click here' link (shown in blue) or the 'New User' link below the login form.
  2. The New User registration form will appear. Fill in all required fields:

  1. Click the Register or Submit button to complete registration.
  2. Once registered, return to the login page and sign in with your new credentials.

Tip Use a strong password combining uppercase letters, lowercase letters, numbers, and special characters. Avoid using your name or birthdate.

Forgot Password — Resetting Your Password

If you have forgotten your password, the GOR Portal provides a simple reset process via email.

5.1 — Requesting a Password Reset

  1. On the login page, click the 'Forgot password?' link located below the Login button.

  1. Enter the email address associated with your account in the Registered Email Address field.
  2. Click the Submit button.

A confirmation message will appear: Check your inbox, email sent successfully! with a link to return to the login page.

5.2 — Completing the Password Reset

  1. Open your email inbox and look for an email from PSC Online Services (noreply@psc.state.md.us).

  1. Click the 'here' link in the email to open the Change Password page. The link is valid for 24 hours.
  2. If the link does not work, copy the full URL from the email and paste it in your browser.

  1. Enter your new password in the Enter new password field.
  2. Re-enter the same password in the Confirm Password field.
  3. Click Submit. Your new login information will be emailed to you and you will be redirected to the login page.

Note If you do not see the reset email in your inbox, check your Spam or Junk Mail folder. The email is sent from noreply@psc.state.md.us.

5.3 — Password Requirements

When setting a new password, the portal requires:

At least 1 number

Tip For stronger security, use a combination of uppercase, lowercase, numbers, and special characters (e.g., !, @, #, $).

Managing Your Profile

After logging in, you can update your profile information and add company/fiscal code records required for GOR submission.

6.1 — Your Profile Page

Your profile page (accessible via the Profile link in the top navigation) shows your account details and lets you manage companies associated with your account.

The profile page includes the following fields:

  • Email Address — your registered email (read-only)
  • Contact Name — your name
  • Job Title — your role
  • Phone — your contact number

To update your profile, edit the relevant fields and click the Update button.

6.2 — Adding a Company (Fiscal Code)

Before you can submit a GOR, you must add your company by entering the Fiscal Code and EIN/SSN(TIN). Follow these steps:

  1. In the Fiscal Code field, enter the code assigned to your company (format: A-501, C-1234, IR-2865, etc.).
  2. The Company Name will auto-populate once a valid code is entered.
  3. Enter the company EIN or SSN(TIN) in the EIN/SSN(TIN) field.
  4. Click the Add button.

Once added, the company appears in the table at the bottom of the profile page with columns for Fiscal Code, Company Name, Company Code, EIN/SSN(TIN), and options to Update or Delete.

Important If the Fiscal Code is not found, contact the PSC Fiscal Department at GOR.forms@maryland.gov.

Submitting a GOR

Once you have added your company to your profile, you can submit your Gross Operating Revenue (GOR) information.

7.1 — GOR List Page

After logging in, navigate to the GOR Submissions link. This page shows all GOR submissions associated with your account.

  1. Select your company from the dropdown at the top of the GOR List page.
  2. Click Search to view existing submissions for that company.
  3. To begin a new submission, click GOR Add CY-2025 (or GOR Add CY-2024 for a prior year).

7.2 — Company Verification

Before accessing the GOR form, you will be asked to verify the company by entering its EIN/SSN(TIN).

  1. Confirm the Company Name shown in the dropdown.
  2. Enter the company EIN or SSN(TIN) in the EIN/SSN(TIN) field.
  3. Click Verify and Next to proceed to the GOR form.

7.3 — Completing the GOR Form

The GOR Form collects your company's 2025 Total Gross Operating Revenues derived from PSC Jurisdictional MD Intrastate Operations.

Complete the form fields:

7.4 — Certifying and Submitting

  1. Check the checkbox: "I hereby certify that I have read and completed the above affidavit and certify that submitting this form is the equivalent of my electronic signature."
  2. Click the Submit button to submit your GOR.

Note After submitting, your GOR will appear in the GOR List. You can view, update, or re-submit as needed before the May 31, 2026 deadline.

How do I add a company to my profile?After logging in, go to Profile. Enter the Fiscal Code and EIN/SSN(TIN), then click Add.
How do I submit a GOR?From the GOR List page, select your company, then click 'GOR Add CY-2025'. Complete the form and click Submit.
How long before I am logged out?For security, you will be automatically logged out after 15 minutes of inactivity.
What is the GOR submission deadline?May 31, 2026. A $100 late fee applies to submissions received after this date.

Tips & Best Practices

Always log out of the portal when you finish your session, especially on shared computers. Use the Logout link in the top navigation.
Keep your password secure and do not share it with others.
The portal times out after 15 minutes of inactivity. Save your work regularly.

Ensure your registered email address is current — it is used for password recovery and confirmation messages.
